To manage, conserve, and protect the natural resources of the Lavaca Basin in a responsible manner that provides opportunities for growth and benefits the public.
Lavaca-Navidad River Authority is governed by a nine-member Board of Directors, who must reside within LNRA’s boundaries. Members of LNRA’s Board of Directors are appointed by the Governor of Texas and confirmed by the Senate. Board members serve four-year terms ending May 1st. The terms are staggered so that two or three members are reappointed or replaced each year. The LNRA Board holds 12 regularly scheduled meetings throughout the year and is authorized to call special meetings as required.

Mr. Adelman of Palacios is retired from the agriculture industry and now serves as a community volunteer. He is past president and board member of the Jackson County Hospital District and member of the American Radio Relay League, Sheriff’s Association of Texas, and American Legion. In addition, he is a volunteer with the Palacios Food Pantry and a member and Elder chair of the Carancahua Chapel. He currently serves on the Executive Committee as Vice-President and is a member of the Scholarship Committee and the Recreation, Fish & Wildlife Committee. He was reappointed in 2018 with a term to expire on May 1, 2026.

Sandy Johs of LaWard is retired co-owner of Johs Welding and Machine. Mrs. Johs is a Jackson County Appraisal Review Board member. She currently serves as Chair on the Recreation, Fish & Wildlife Committee and is a member of the Community Development Partnership Committee. She is also a youth leader and Sunday school teacher at First Baptist Church in Lolita and a volunteer for the Deutschburg Community Club. She was appointed in 2021 with a term to expire on May 1, 2027.

Mrs. Storz of Edna is a contract corporate event planner. She volunteers with the Food Bank of the Golden Crescent. Additionally, she is a former member of the Professional Convention Management Association, Downtown Houston Association, and Meeting Professionals International. Storz received a Bachelor of Science and a Master of Hospitality Management from the University of Houston. She was appointed in 2021 with a term set to expire on May 1, 2027.

Mr. Steffek of Edna is a Measurement Supervisor for Energy Transfer. He currently serves as a Chair of the Land & Water Resources Planning Committee and member of the Reservoir Operations & Utilities Committee. Steffek was reappointed in 2019 with a term to expire on May 1, 2025.

Mr. Callaway Aimone Edna is an attorney board certified in oil and gas law at Aimone Law. He is a member of the State Bar of Texas and their oil and gas section and real estate, probate & trusts section. Additionally, he is a member and firefighter for Vanderbilt Volunteer Fire Department and recently served as president of the Edna Rotary Club, and co-chaired Jackson County’s Inaugural National Night Out. Aimone received a Bachelor of Business Administration from The University of Texas at Austin, and a Juris Doctor degree from the University of Houston Law Center. He was appointed in 2019 with a term to expire on May 1, 2025.

Mr. Lee Kucera of Edna is the vice president for lending at New First National Bank. He is a member of the Texas Farm Bureau, Texas Independent Cattleman’s Association, and the Jackson County Go-Texan Committee and secretary/treasurer of Jackson County Farm Bureau. Additionally, he is president of Jackson County Rotary Club, director of Jackson County Chamber of Commerce, and a member of Redeemer Lutheran Church. Kucera received a Bachelor of Science in Agriculture Economics from Texas A&M University. He was appointed in 2019 with a term to expire on May 1, 2026.

Mr. Mitchell of Lolita is a managing member of Mitchell Cattle Company, Limited Liability Company, and Michael W. Mitchell and Sons, Limited. He is also a real estate agent with Encina Property Group in Edna. He is a volunteer with the 4th Degree Knights of Columbus, board member and past chairman of the Coastal Prairie Grazing Lands Coalition, board member of the Jackson County Soil and Water Conservation, and president of the Local Texana Chapter of the Sons of the Republic of Texas. He previously volunteered with the Jackson County Youth Fair as the president, vice president, secretary, and steer chair. Mr. Mitchell received a Bachelor of Science in Range Science from Texas A&M University and studied at Champions School of Real Estate to obtain his real estate license. He was appointed in 2021 with a term to expire in 2027.

Mr. Churan, a resident of Palacios, works as a field service supervisor at HOLT CAT. He is deeply engaged in his community, serving as president of the Palacios Youth Football League and the Jackson County Emergency Services District #2, and volunteering with The Grace Journey, a local outreach program.He earned an Associate of Arts degree from Texas State Technical College in Waco. Churan’s professional expertise and commitment to community service are expected to enhance the board’s efforts in the sustainable management of the area’s water resources. He was appointed in 2024 with a term set to expire on May 1, 2028.
